This law is very similar to SB1, a Texas law that has resulted in up to 30% of vote by mail ballots being rejected in some counties. This is thanks to new regulations that require absentee voters to fill out either their driver’s license number or social security number on mail-in ballots and applications.
HCR2025 would risk the disenfranchisement of voters like we are seeing in Texas by requiring similar additional mandates (driver’s license or social security number) for voting by mail. This ballot measure would also require photo ID for in person voting.
