Negotiators for the seven states arguing over diminished Colorado River water are discussing an option they hope will end their deadlock, one that Arizona officials say would focus less on who gets what and more on what the river can realistically provide.

Here are just some of the historic events on this date in the past.

On this day in 1865: Although President Abraham Lincoln issued the Emancipation Proclamation in January 1863, slavery continued in Texas until this day, when over 2,000 Union soldiers went to Galveston and Gen. Gordon Granger delivered the previously withheld federal order that all slaves were free. This day, known as Juneteenth, is celebrated annually with picnics, barbecues and more festivities.

In 1934: President Franklin D. Roosevelt signed into law the Federal Communications Act, which launched the FCC, an agency now charged with regulating industries that do business in interstate and international communications via broadband internet, satellite, cable, wire, television and radio.

In 2006: Big Machine Records released singer-songwriter Taylor Swift’s debut single, “Tim McGraw,” which Swift wrote as a high school freshman. The song broke into the U.S. Top 40. In 2020, Rolling Stone ranked it No. 11 in its 100 Greatest Debut Singles of All Time list.

In 2012: Julian Assange, a hacker charged with conspiring to commit computer intrusion, sought asylum at the Ecuadorian Embassy in London, where he stayed for seven years until Ecuador revoked his asylum. He filed legal challenges to avoid extradition to the United States while serving time in a London prison since 2019. The Wikileaks founder’s role allegedly involved working with Army intelligence analyst Chelsea Manning to crack a password to a classified Department of Defense computer, one of the largest compromises of classified information in U.S. history.

In 2018: The U.S. Patent Office issued No. 10,000,000 to defense contractor Raytheon Co. for this device invented by Joseph Marron: “A frequency modulated (coherent) laser detection and ranging system.”
