Folks living near the Section 11 wastewater treatment plant in San Tan Valley that used to be owned by Johnson Utilities may not have to hold their breath any longer. The Pinal County Board of Supervisors approved zoning for a new wastewater plant by EPCOR to replace the troubled Section 11 plant. EPCOR purchased Johnson Utilities last year.
